Civilian friendly. There will be a new directive being put forward to 1st Platoon, regarding interactions and talking to non-combatants. The following will provide a list of rights, responsibilities and cannots for troopers to abide by, when in contact with unaffiliated non-combatants. What is a 'non-combatant?' A person who is not engaged in fighting during a war, especially civilians. This does not rule out people who are armed. Unless they're shooting at you, they are non-combatants. Rules of Engagement corresponding to Non-Combatants. Unless, the Non-Combatant is actively posing a threat or believed to be acting as a scout. Rules of engagement will be strictly based on what is dictated by the Operations Chief. Primarily being return fire only. DO NOT POINT WEAPONS AT PEOPLE! Step one, of how to form positive relations with non-combatants. Responsibilities: Be nice, be polite. Use your manners. Help where needed. Be safe. Just because you're being told to be nice, doesn't mean you can relax on security. (More to follow.) Act accordingly. Treat the situation as you see it, don't act like nothing's happening if there is a viable threat. Rights: You have the right to request to search and seize. Ask for permission to search anyone who approaches/contacts MI elements. You have the right to disarm during interactions. Ask for disarmament of armed non-combatants. You have the right to detain any non-combatant within reason. Cannots: Cannot point weapons at non-combatants unless a valid threat is presented. Cannot discharge a weapon at non-combatants unless a valid threat is presented. Cannot use a non-combatant as a form of shield under any circumstances. The following is known as 'CARD ALPHA.' CARD ALPHA dictates your guide lines for engaging a non-combatant. (OOC: Credit to 16AA)

The punishments for a Crash Landing can vary, but generally the very least that can be expected is a Bad Conduct Discharge from Federal Service.
