  1. Articles of the Federation As per SICON-INSEC regulations and documentation. LAA: MAR21 2299 -------------------------------------------------------------------------------------------------------------------------------------------- -------------------------------------------------------------------------------------------------------------------------------------------- Article 2 - Interchangeable Nature of Rank Grades Except where otherwise mentioned, any reference to rank within these codices shall otherwise include ranks of equal stature within the other branches of the Federation Military (for example, MI Colonel = Fleet Captain). Article 6 - Mercy Killing Where any individual, irrespective of rank and inclusive of civilians, has no realistic chance of survival, or where their injury threatens the safety of the rest of the unit, the commanding officer of said unit may take it upon himself to execute the wounded individual so as to prevent further suffering. This should be conducted in a manner respectful and becoming of its gravity. Where it is proven that an Article 6 execution was performed unlawfully (such as in a non-combat or ‘shipside’ area), the performer may be charged with article 118 (Murder). 6( b ) - Delegation of Command The commanding officer may delegate the actual execution should it be dangerous or prohibitively impractical for the commanding officer to perform it. Article 11 - Field Executions Any person who commits an offense punishable by death whilst in the field may be summarily executed by or on the order of the operation commander. "In the field" should be construed to mean any active combat operation the commission of a court martial would be impractical and would significantly jeopardize the viability of the mission objectives. Where it is proven that an Article 11 execution was performed unlawfully (such as in a non-combat or ‘shipside’ area without proper reasoning), the performer may be charged with article 118 (Murder). 11( b ) - Delegation of Command The commanding officer may delegate the actual execution should it be dangerous or prohibitively impractical for the commanding officer to perform it. Article 40 - Detainment of officers otherwise superior to the detainer An officer superior to the detainer may only be detained where they are ordered to by an officer superior to the detainee, or where the detainee unlawfully possesses an active hazard to themselves or those around them. Violation of this article shall be punishable by summary court-martial, up to and inclusive of 20 lashes. Article 41 - Authority of the Military Intelligence Marine Corps to investigate and prosecute offenses Except where otherwise mentioned, a Military Intelligence Marine, where in the performance of their duties as a Military Intelligence Marine, acts with the authority of a Master Sergeant. Officers may not be charged by Enlisted Marines, but are permitted to investigate Officers should they be given permission from an INSEC Officer to do so. Article 42 - Authority of Military Intelligence to investigate offenses Except where otherwise mentioned, a Military Intelligence official may launch an investigation into any court-martiallable act or omission of any officer irrespective of rank, Except they may not conduct the investigation themselves, unless they are a Internal Affairs Inquisitor. If they are not an Internal Affairs Inquisitor they must get one. Military Intelligence may then seek out a suitably impartial commissioned officer to initiate a court-martial in order to hold the officer to account. 42( b ) - Unlawfully interfering in an investigation It shall be unlawful for any officer to interfere in any Military Intelligence investigation except where the officer in question is not party to said investigation and is ranked Colonel or above, punishable as a court martial may direct. Article 90 - Assaulting or willfully disobeying superior Commissioned Officer Any person who (1) strikes his superior commissioned officer or draws or lifts up any weapon or offers any violence against him while he is in the execution of his officer; or (2) willfully disobeys a lawful command of his superior commissioned officer shall be punished, if the offense is committed in time of war, by death or such other punishment as a court-martial may direct, and if the offense is committed at any other time, by such punishment, other than death, as a court-martial may direct. 90( b ) - Extension to Non-Commissioned Officers The offence described in article 90 (Assault against a superior commissioned officer) shall now be expanded to include assaults against superior non-commissioned officers. The wording "commissioned" shall be replaced with "commissioned or non-commissioned". 90( c ) - Psychic Assault Any person subject to this chapter who willfully and unlawfully uses any form of psychic power on or against a superior officer, commissioned or otherwise, shall be guilty of article 90 (Assaulting a superior commissioned or non-commissioned officer). Article 91 - Insubordination of a Superior Commissioned Officer Any superior officer who willfully disobeys a lawful command shall be punished, if the offense is committed in time of war, by death or such other punishment as a court-martial may direct, and if the offense is committed at any other time, by such punishment, other than death, as a court-martial may direct. Leadership shall be issued to their second in command if the 2iC is considered aligned properly with Federal jurisdictions and SICON rulings. 91( B ) - Extension to Non-Commissioned Officers As per the above decree, the following rulings apply as well to interactions with an insubordinate Superior Non-Commissioned or Warrant Officer. Article 98 - Damage or Destruction to Federal Military Property 98( a )- Extension to Civilians Any civilian who has willingly, intentionally or unwillingly and or unintentionally destroyed or damaged property of the United Citizens Federation is subject to punishment by law enforcement agents at aforementioned law enforcement agent's discretion. The administered punishment is to be appropriate and proportional to the damage or destruction done. If these civilians have destroyed military property on an active military sight, thus jeopardizing a military operation, authorized stationed personnel such as Military Intelligence have full right to administer punishment at their own accord. Any person in a position of leadership has full right to detain the civilian(s) until authorized personnel have arrived to administer punishment. 98( b ) - Military Personnel Any military personnel who has willingly, intentionally or unwillingly and or unintentionally destroyed or damaged property of the United Citizens Federation is subject to punishment by their commanding officer according to aforementioned commanding officer's discretion. The decision reached by the commanding officer concerning the offender's transgressions is non-challengeable to subordinates and is only subject to challenge and change via the issuing commanding officer's superior. Article 99 - Treason against the United Citizens Federation Treason against the United Citizens Federation is an intolerable offense, no matter the rank or status of the offender. Any person found guilty of treason is to be immediately taken to a place of execution where they are to be lawfully, and dutifully executed for their crime(s). Article 100 - War Crimes Any person(s) found to be in connection to a confirmed war crime(s) is to be taken to court (a formal court is not required to serve this purpose) and put on trial for their crimes immediately. Furthermore, said person, if found guilty, is to at the minimum be: stripped of their military rank, dishonorably discharged, forbidden from any further military service, and if applicable, stripped of citizenship. Article 101 - Harming of a Non-Combatant Prisoner or Prisoner of War The harming of a non-combatant prisoner or prisoner of war by any military personnel is strictly forbidden unless the non-combatant prisoner or prisoner of war has been deemed a threat to the Federation, it's personnel or property. If the non-combatant prisoner or prisoner of war has been considered a threat to the Federation, it's personnel or property, the actions taken are left to the discretion of the highest United Citizens Federation ranked military person. If the non-combatant prisoner or prisoner of war was not deemed a threat to the aforementioned items and people, the person who has harmed the citizens and civilians is to be punished according to how the court and punishers seem fit. Article 102 - Harming of a Non-Combatant Citizen or Civilian The harming of a non-combatant citizen or civilian by any military personnel is strictly forbidden unless the non-combatant citizen or civilian has been deemed a threat to the Federation, it's personnel or property. If the non-combatant citizen or civilian has been considered a threat to the Federation, it's personnel or property, the actions taken are left to the discretion of the highest United Citizens Federation ranked military person. If the non-combatant citizen or civilian was not deemed a threat to the aforementioned items and people, the person who has harmed the citizens and civilians is to be punished according to how the court and punishers seem fit. Article 114 - Endangerment Offenses Endangerment is classified as the reckless or unbecoming action that can lead to damage or harm. — Any person subject to this chapter who engages in conduct that— (1) is wrongful and reckless or is wanton; and (2) is likely to produce death or grievous bodily harm to another person; shall be punished as a court-martial may direct. Article 118 - Murder Murder is classified as the unlawful premeditated killing of one human being by another who is classified as a non-combatant citizen or civilian, see article 102 for further details. If found guilty, the accused is immediately dishonorably discharged and sent to a place of Execution or Prison/Work Camp. Article 119 - Manslaughter Manslaughter is classified as the crime of killing a human being without malice aforethought, or otherwise in the circumstances not amounting to murder. The administered punishment falls to the discretion of the commanding officer of the accused individual. If found guilty of manslaughter, the accused is to go through the process of dishonorable discharge along with, if any, additional punishments by the commanding officer as seen fit. Article 120 - Rape/Sexual Assault Manslaughter is classified as the crime of having intercourse with a non-consensual individual, using force to have non-consensual intercourse, using force to make non-consensual, physically sexual advances, or any further deliberated scenarios viewed by a court. If found guilty, a discharge is the least of the punishments issued, with the death penalty being far more common. Article 127 - Extortion A service member of the UCF Armed Services who, with intent to secure some leverage or item of value, threatens another person with force, with the release of secrets, or by any other means, may face conviction and sentencing under Article 127 of the UCMJ. Mere threats may not seem like a justifiable cause for harsh punishment, but SICON doesn’t see it that way. Should you be convicted, you will almost certainly face the following punishments. Prison sentence, Dishonorable Discharge, Loss of Security, and even Execution. Officers; both commissioned and warrant, will face death. Article 130 - Stalking Any service member of the Federal Service who repeatedly and intentionally engages in unwanted visual or physical contact with another person, OR threatens this person or a member of his or her family with violence, sexual assault, or death, may face charges under Article 130 of the AOTF. Typical punishments for charges under this Article are transfers, although dishonorable discharges are not uncommon should the situation prove to be serious. Article 133 - Conduct Unbecoming Conduct unbecoming is classified as the crime of breaking military conduct regulations, showing indication by acts of dishonesty, unfair dealing, indecency, indecorum, lawlessness, injustice, or cruelty. Any serviceman who is convicted of conduct unbecoming shall be punished as a court-martial may direct. 133( B ) - Extension to Commissioned Officers/Warrant Officers If the charged at hand is that of an officer, the punishment that presides will be far harsher due to the high standards put in place by the UCF for their Officers. Punishment can range from removal of commission, to dishonorable discharge or execution. Article 134 - Intoxication Public intoxication is classified as being intoxicated far beyond an acceptable limit, generally resulting in disorderly conduct. Public intoxication in and of itself is to be punished via Non-Judicial punishment administered by authorized personnel (this does not include any superior officer who has no lawful right to punish the accused) only if infallible evidence can be provided. Article 135 - Narcotics Narcotics are drugs or other substances that affect mood or behavior and are sold for non-medical purposes, especially an illegal one. Any narcotics found in military premises are to be immediately confiscated and destroyed with said premises having a thorough search conducted by the senior Military Intelligence officer and personnel appointed by the senior Military Intelligence officer. The search affects every person on the premises with absolutely zero exceptions. Any individuals who are found in connection to the narcotics are to be detained, questioned, and if applicable, punished by the senior Military Intelligence officer regardless of rank. Article 137 - Fraternization Fraternization to a certain extent is encouraged among service members, such as team-building exercises and other such activities. Whenever a superior commissioned, non-commissioned, or warrant officer threatens the chain of command, resulted in the appearance of partiality, or otherwise undermined good order, discipline, authority, or morale, actions are to be taken by residing Military Police. Listed below are the requirements for a fraternization charge. The accused fraternized on terms of military equality with one or more certain service members in a certain manner; The fraternization violated the custom of the accused's service that service members will not fraternize without proper documentation, and; Under the circumstances, the conduct of the accused was to the prejudice of good order and discipline in the armed forces or was of a nature to bring discredit upon the armed forces. 137( B ) - Extension to Commissioned Officers/Warrant Officers Any Commissioned or Warrant Officers are held to a higher standard of this, and if caught can and most likely will end in their execution or dishonorable discharge at least. -------------------------------------------------------------------------------------------------------------------------------------------- -------------------------------------------------------------------------------------------------------------------------------------------- AOTF and all tied documentation and statements are produced under the regulations of SICON. Latias and myself have come to an arrangement, and there will be a MIPOD psychic therapy/training room within the Medical Bay quite soon, and more is to follow with this. and, take notes here. If you wish to stay in MIPOD, you have to show some sort of drive. If this is just ‘another’ character you have on your selection page, and not someone actively seeking to further their own character via abilities and storyline, I’m afraid you won’t have a place in the division.   9. BREAKING NEWS! Valrinth Under Siege by KPA Forces! Hours ago, the capitol of Kredia was put under siege by KPA forces. Being the last remaining solid foothold the Federation has on the planet, the Separatists seek to part themselves from the Federation and it’s protective embrace. Only five hours ago, the KPA had launched a major offensive against the Federally controlled city of Valrinth, the last remaining beacon of hope for Kredia. Federation forces have held their ground firmly, and reports of SSI ground teams being deployed to assist the defensive effort has been going around. After the use of long-range missiles against the cities exterior defenses, KPA separatists had stormed the city, now holding within the outskirts of the cities capitol sector, thanks to a pushback by the local PDF. The SSI residential representative has chosen not to comment on this situation, and their headquarters have also refused to respond to any and all requests. Refugees have been flooding out of the ports in Kredia, and out into adjacent colonies following the attack by the KPA.     So, boys and girls, women and children. Gentiles from abroad. I changed the ranks to the 'RES-FAC' shit some time back in order to try and bring the focus on research, more than rank gaining. And, I simply wanted to see how it would operate. I had listened to a few people, and I wanted to see how this would work. With this, I've seen what I've wanted to see, and I've changed my mind in regards to how the ranking will work. It will be reverted back to the 'normal' one, starting at Petty Officer, as it once did. Any questions and concerns can be brought to me. ALSO This is a little ploy to see who here is ACTUALLY going to make progress with their projects, or just sit with FFRL characters, and the special little badge that comes with being in the forum group.
