You may recommend someone for discharge based on psychological or physical grounds, but even that is a stretch. Discharges must be approved unanimously by the Chief Medical Officer, Mobile Infantry CO(or respective division lead) and Captain of the Ship. Link to comment

What it means is, in the RARE situation we gotta do a discharge, the leader of the players faction(MI, Engineering, Marauders,etc.) should be provided with the information about the discharge so he can sign off on it or deny it.
